Regulatory capital remained well above stated minimums: consolidated total capital to risk-weighted assets was 25.05%, and the bank’s ratio was 23.25%. Return on average assets was 1.50% and return on average equity was 10.31%, annualized.
Material changes versus prior periods
- Net income fell 15.8% from Q1 2012. Net interest income declined 10.0%; management attributed the pressure mainly to lower market rates, reduced loan balances, and the absence of $457,000 of prior-year accretion income from a trust-preferred security that matured in 2012.
- Net interest margin decreased 23 basis points year over year. Interest income fell $2.2 million, partly offset by a $0.9 million reduction in interest expense.
- Noninterest income excluding securities gains rose 5.1%, largely reflecting a $280,000 increase in gains from mortgage-loan sales. Securities gains were substantially higher than in Q1 2012.
- Expenses increased 13.8%, primarily because of the $1.023 million loss on debt prepayment. Excluding that item, expenses rose 1.7%.
- Quarter-end deposits decreased $38.1 million and net loans decreased $17.4 million from year-end. The allowance for loan losses increased to $7.118 million from $6.857 million.
- Comprehensive income was $2.774 million versus $5.801 million in Q1 2012, including a $2.345 million after-tax loss on available-for-sale securities in Q1 2013.
Outlook, management commentary, risks and unusual items
- Management expects the $7 million repayment of a 3.595% repurchase-agreement borrowing to produce an estimated $75,000 after-tax benefit over the next 12 months, compared with reinvesting in securities at current market yields. The prepayment generated the $1.023 million current-quarter loss.
- Management stated it expects to maintain capital above well-capitalized regulatory standards and believes liquidity is adequate. Available credit facilities totaled $397.8 million, of which $380.2 million was available at March 31, 2013. Management also cited $241.6 million of unpledged available-for-sale securities.
- No specific earnings guidance was provided. Management cited sensitivity to interest rates, local economic conditions, loan and deposit demand, competition, regulation, technology costs, and accounting changes. The bank’s regional lending concentration makes borrower performance dependent in part on local economic conditions.
- Credit metrics: nonperforming loans were $9.441 million, or 1.42% of loans, versus $9.664 million, or 1.41%, at year-end. Nonperforming assets were $10.356 million, or 0.83% of assets. Management noted that a limited number of larger commercial relationships can materially affect provisions and realized losses.
- The allowance for loan losses is based on estimates and could require revision; regulators may require adjustments. Fair values for certain securities, including a Level 3 pooled trust-preferred security, rely on significant unobservable assumptions. Management recorded no OTTI on that pooled security in Q1 2013 or 2012.
- Q1 securities activity included a $571,000 gain from selling a pooled trust-preferred security previously written down to zero, and $497,000 of net gains from bank-stock sales. A separate bank-stock impairment charge was $25,000. Astoria Financial announced in April that it intended to redeem a security held by the company in May; management expected an approximately $13,000 gain in Q2.
- Management said pending legal proceedings were not expected to materially affect financial condition or results. No material changes to previously disclosed risk factors were reported. Disclosure controls were assessed as effective, with no significant internal-control changes reported.
