Material Changes Versus the Prior Comparable Period

  • Revenue increased 10%, primarily from higher electric revenue, rate-base investment, and cost-recovery mechanisms; natural gas revenue declined because of lower commodity prices and related pass-through activity.
  • Net income attributable to common shareholders increased $12 million, or 5%, and diluted EPS increased three cents. Growth came primarily from Ameren Transmission and Ameren Illinois electric distribution and natural gas operations.
  • Electric margins increased $17 million, including a $17 million increase at Ameren Transmission and an $8 million increase at Ameren Missouri. Ameren Illinois electric distribution margins decreased $5 million.
  • Natural gas margins declined $4 million, primarily at Ameren Illinois, where lower gas prices and lower recovery of previously deferred costs reduced revenue and expense on a largely offsetting basis.
  • Warmer winter weather reduced Ameren Missouri electric margins by an estimated $26 million and reduced diluted EPS by approximately 10 cents. Lower Ameren Missouri retail sales also negatively affected results.
  • Other operations and maintenance expense decreased $13 million, while depreciation and amortization increased $21 million because of additional utility investment. Interest expense increased $23 million due to higher debt balances, new debt, and higher short-term borrowing rates.
  • Operating cash flow increased $108 million, aided by lower counterparty collateral postings and improved collections. Investing cash use increased $184 million, primarily because capital expenditures increased $157 million.
  • Ameren common dividends paid increased to $165 million from $152 million; the quarterly dividend was $0.63 per share versus $0.59 in the prior-year quarter.

Guidance, Outlook, Commentary, and Risks

It expects significant regulated infrastructure investment and up to $20.5 billion of capital expenditures from 2023 through 2027, including up to $10.8 billion at Ameren Missouri, $9.5 billion at Ameren Illinois, and $0.2 billion at ATXI.
  • Ameren expects equity issuances of approximately $100 million annually through at least 2027 under employee and dividend reinvestment plans, plus approximately $500 million annually from 2024 through 2027. It expects equity to remain approximately 45% of total capitalization through 2027.
  • Ameren Missouri filed a proposed three-year energy-efficiency plan requiring approximately $122 million of annual investment for 2024–2026, with requested performance incentives of up to $69 million over the plan period. Approval remains pending.
  • A proposed Missouri electric rate settlement would increase annual Ameren Missouri revenues by $140 million, subject to MoPSC approval, with rates potentially effective July 1, 2023. The original request was $316 million.
  • Ameren Illinois requested an electric distribution MYRP for 2024–2027 with forecasted revenue requirements of $1.282 billion, $1.373 billion, $1.477 billion, and $1.556 billion, respectively. It also requested a $160 million annual natural gas delivery revenue increase and $127 million of recovery related to its 2022 electric distribution reconciliation.
  • Ameren Missouri plans substantial renewable and grid investment, including the Boomtown, Huck Finn, and Vandalia solar projects. Completion timing and costs remain subject to regulatory approvals, supply-chain conditions, tariffs, and solar-panel availability.
  • The planned accelerated retirement of the Rush Island Energy Center remains subject to federal court, MoPSC, MISO, and FERC matters. The facility had approximately $0.6 billion of net plant balance and approximately $0.4 billion of rate base at March 31, 2023. The ultimate resolution could materially affect results, financial position, or liquidity.
  • Environmental compliance, coal-ash closure, emissions requirements, nuclear operations, supply-chain disruptions, inflation, higher interest rates, commodity prices, credit-market access, cyber risks, and regulatory cost recovery remain significant risks.
  • Ameren Missouri’s Callaway nuclear refueling and maintenance outage is scheduled for fall 2023. The company stated that non-Russian uranium inventories and contracts adequately cover Callaway’s needs through the 2026 refueling reload.
  • Management expects the common dividend payout ratio to be 55%–70% of annual earnings over the next several years. No material changes to previously disclosed risk factors were reported.
