Segments and material changes
- PeopleReady: Q3 revenue declined 15.4% to $283.2 million; segment profit fell to $9.7 million from $28.7 million.
- PeopleScout: Q3 revenue declined 31.7% to $52.9 million; segment profit fell to $6.3 million from $10.7 million. Lower client hiring volumes, hiring freezes and internal recruiting reduced demand; prior-year volumes benefited from high employee turnover.
- PeopleManagement: Q3 revenue declined 16.2% to $137.1 million; segment profit fell to $2.1 million from $4.5 million.
Management attributed weaker demand across the businesses to economic uncertainty, clients reducing costs and reliance on outsourced labor, and lower hiring volumes. The company recorded an $8.9 million goodwill impairment for PeopleScout MSP, reflecting revised revenue projections, competitive pressure and insufficient technology investment, plus a $0.6 million PeopleManagement trade-name impairment. Remaining PeopleScout MSP goodwill was $0.8 million.

Outlook, risks and other items
For Q4 2023, management expected comparable 13-week revenue to decline 15%–19% year over year and gross margin to remain relatively consistent with the prior-year quarter. The quarter includes a 14th week, expected to add $17 million–$22 million of revenue but produce a small net loss due to holiday-period seasonality. Management forecast SG&A of $123 million–$127 million, an income tax benefit of $4 million–$6 million, and approximately $11 million of capital expenditures and software-as-a-service spending.
Management cited ongoing macroeconomic and labor-market uncertainty, possible increases in workers’ compensation collateral requirements, and the risk that further PeopleScout MSP revenue declines could trigger additional impairment. Workers’ compensation reserves depend on estimates and claims outcomes. The company said ordinary-course legal liabilities and reasonably possible losses above accruals were expected to be immaterial, while noting actual outcomes could differ. No material changes to previously disclosed risk factors were reported. Disclosure controls were assessed as effective at a reasonable-assurance level.
Important facts for investors to verify
- Whether revenue declines and client demand stabilize, particularly in PeopleScout and PeopleReady.
- Whether cost reductions can offset lower volumes and preserve profitability and margins.
- Whether PeopleScout MSP performs in line with impairment-test projections and avoids further impairment.
- Whether operating cash generation and available borrowing capacity remain adequate as workers’ compensation collateral and claims obligations evolve.
- How the 14th week, hiring tax credits and other discrete tax items affect Q4 results versus the stated outlook.
