Net interest expense increased to $45.5 million from $29.0 million. The effective tax rate rose to 56.9% from 32.9%, primarily because restructuring costs in certain jurisdictions did not generate corresponding tax benefits, together with the impact of nondeductible goodwill impairment and the geographic mix of earnings.

At December 31, 2023, cash and cash equivalents were $581.3 million, accounts receivable were $4,830.0 million and days sales outstanding was 54 days. Total debt was $1,002.6 million, representing 31% of total capitalization. The Company had $599.6 million of availability under its $600.0 million revolving credit facility, subject to approximately $0.4 million of outstanding letters of credit, and $285.6 million of additional availability under subsidiary credit lines.

Operating cash flow declined primarily because of lower earnings, partially offset by a $391.8 million reduction in accounts receivable as demand slowed. Capital expenditures were $78.2 million. The Company repurchased $179.8 million of common stock and paid $144.3 million of dividends during 2023. The declared annual dividend increased to $2.94 per share from $2.72.

Material changes versus the prior comparable period

  • Revenue declined in every major region except that Southern Europe was broadly stable on a reported basis. Americas revenue decreased 10.6%, Northern Europe decreased 7.4%, APME decreased 2.7%, and Southern Europe decreased 0.2%.
  • Fourth-quarter revenue decreased 3.7% year over year, compared with declines of 7.6% in the first quarter, 4.3% in the second quarter and 2.6% in the third quarter. Staffing and permanent recruitment demand weakened, while Talent Solutions outplacement demand increased.
  • Reported operating profit was significantly affected by $149.2 million of restructuring costs in 2023 versus $3.6 million in 2022, $55.1 million of Netherlands goodwill impairment versus $50.0 million, and $2.2 million of software impairment charges.
  • Excluding specified restructuring, impairment, acquisition integration, disposition and currency effects, management stated that operating profit decreased 28.5% and adjusted operating margin decreased 80 basis points.
  • Northern Europe generated an operating unit loss of $116.7 million, compared with $42.4 million of operating unit profit in 2022. The result included $120.4 million of restructuring costs, primarily related to Germany, including the wind-down of the Proservia managed-services business.
  • The Netherlands reporting unit recorded a $55.1 million noncash goodwill impairment charge in the fourth quarter, fully impairing its remaining goodwill. Management cited deteriorating local market conditions, fourth-quarter performance below plan and lower 2024 projections.
  • The Company disposed of its Philippines business for $6.5 million and recognized a $1.3 million net loss. No acquisitions were completed in 2023.
  • Foreign exchange had a modest unfavorable impact on 2023 reported revenue and reduced diluted EPS by approximately $0.14. Argentina-related noncash currency translation losses reduced diluted EPS by approximately $0.26.

Guidance, outlook, commentary and risks

Management described the operating environment as challenging, particularly in North America and Europe, because of economic uncertainty, elevated inflation, higher interest rates, slowing growth and geopolitical tensions. Companies have delayed hiring decisions or reduced demand for contingent labor. The filing does not provide a formal numerical revenue or earnings forecast for 2024.

Management expects restructuring actions to reduce the overall cost structure and continues to emphasize cost control while investing in productivity, technology, digital capabilities and transformation initiatives. The Company expects most of the remaining $90.0 million restructuring reserve to be paid by the end of 2024.

  • Economic contraction could reduce staffing demand and cause operating deleveraging because selling and administrative expenses may not decline as quickly as revenue.
  • Client payment delays, defaults or longer billing terms could increase working-capital requirements and weaken liquidity.
  • Foreign currency volatility remains material because of the Company’s international revenue base and $1,002.6 million of foreign-currency-denominated debt, including €900.0 million of Euro notes.
  • Cybersecurity and data-privacy risks are significant. The Company has experienced prior data exposures and reported that an external assessment identified vulnerabilities requiring remediation, although prior incidents had not materially affected operations or financial results.
  • Staffing regulation, pay-parity requirements, licensing rules, immigration restrictions, tax changes and collective-bargaining developments may increase costs or restrict services, particularly in Europe and other regulated markets.
  • Competition, artificial intelligence, automation and clients’ use of internal recruiting resources could pressure pricing, demand and market share.
  • The Company had $2,303.4 million of aggregate commitments, including debt, leases, technology and shared-services obligations, restructuring costs, pension funding and other commitments. Guarantees and standby letters of credit totaled $745.7 million.
  • Litigation and tax audits arise in the ordinary course. Management believes current legal proceedings and tax audits will not have a material adverse effect, but outcomes remain uncertain.

The Company reported effective disclosure controls and effective internal control over financial reporting as of December 31, 2023. Deloitte & Touche LLP issued unqualified opinions on the financial statements and internal controls.
