  • Funding and liquidity: Deposits rose $41.6 million, or 6.7%, to $664.3 million, primarily due to seasonal municipal and school-district tax collections. FHLB borrowings were $27.0 million, down from $41.7 million at June 30; $18.8 million was long-term fixed-rate borrowing, with a weighted-average rate of 1.48% and maturity of 37 months. The company reported additional FHLB borrowing capacity and $11 million of unsecured credit lines with no balances outstanding.

Material changes, outlook and risks

Compared with the prior-year quarter, net income and EPS increased, while net interest margin edged down and noninterest income declined modestly. Noninterest expense rose $243,000. Management cited higher foreclosed-real-estate costs, including taxes and property write-downs, and higher salary and occupancy costs associated in part with a new Kingston branch. Lower software and support costs partly offset these increases; the prior-year period included a one-time vendor fee.

Management gave no quantified earnings or balance-sheet guidance. It said continued low rates and customer relationships supported loan growth, but expected loan demand and refinancing activity could slow if long-term rates rise. The bank has a large fixed-rate residential mortgage portfolio and is managing interest-rate exposure through its balance-sheet mix and funding. Other risks identified include credit quality, real-estate values, economic conditions, deposit flows, competition and regulatory changes. Management noted that New York foreclosure processes can take more than two years.

The company reported no securities sales or other-than-temporary impairment charges in either comparison quarter. At quarter-end, securities had $699,000 of gross unrealized losses; management attributed fair-value declines to interest rates and wider credit spreads and did not consider the securities other-than-temporarily impaired. Unfunded loan commitments totaled $58.9 million; management expected available liquidity and borrowing capacity to cover current commitments. No material legal proceedings were reported, and disclosure controls were assessed as effective.

Important facts for investors to verify

  • Whether seasonal municipal deposit balances persist or reverse, and the resulting effect on funding and liquidity.
  • Loan growth, especially commercial real estate and commercial lending, alongside nonaccrual loans, foreclosures and allowance adequacy.
  • Net interest margin sensitivity to rate changes, given the fixed-rate mortgage portfolio and management’s use of longer-term borrowings.
  • Whether higher foreclosed-property costs and other expense increases continue, and whether earnings growth is sustainable.
  • The filing reports 4,224,457 shares outstanding at September 30, while its cover reports 4,225,957 shares as of November 13; verify the share-count change and timing.
