Liquidity, debt and cash flow
- At December 31, 2023, current assets were RMB606.5 million and current liabilities RMB395.0 million, a current ratio of approximately 1.54. Current assets include restricted cash and insurance-related balances; not all cash is freely available to the holding company.
- Total assets were RMB947.0 million, total liabilities RMB536.6 million, and shareholders’ equity RMB410.4 million.
- Short-term borrowings were RMB30.0 million, all due in 2024; the filing reports no long-term borrowings at year-end. Operating lease liabilities totaled RMB146.2 million. Undiscounted lease obligations were RMB174.3 million.
- FY2023 investing cash use was RMB61.0 million and financing cash use RMB133.6 million. Financing outflows mainly reflected RMB161.5 million of borrowing repayments, partly offset by RMB37.0 million of new borrowings. Cash and restricted cash declined RMB54.3 million to RMB321.8 million as reported in the cash flow statement.
- Management believes existing cash and expected operating cash flows will cover working capital and capital expenditure needs for at least the next 12 months. The filing says 72.1% of cash and cash equivalents and restricted cash was held in China and 72.0% was held by the VIE and denominated in RMB.
Material changes versus prior periods
- Revenue increased 3.3% in 2023 after falling 48.4% in 2022. The 2023 increase was attributed mainly to higher first-year premiums facilitated.
- Total operating costs and expenses fell 4.7%. Selling expenses declined 11.8%, general and administrative expenses 22.8%, and research and development expenses 11.2%; cost of revenue rose 3.3%, principally due to higher channel fees.
- The return to operating and net profitability followed losses in both 2021 and 2022. The improvement reflects revenue growth alongside cost reductions; other income was RMB51.0 million, including marketing, consulting and technology-related service income.
- Cash and cash equivalents fell RMB27.9 million year over year, while restricted cash fell RMB26.9 million. Accounts receivable declined to RMB178.3 million from RMB250.7 million.
Outlook, risks and unusual items
- Outlook: Management provided no quantified earnings or revenue guidance. It expects continued investment in technology and service capabilities, and says future revenue is likely to remain largely RMB-denominated. No cash dividends are planned in the foreseeable future.
- Concentration: The five largest insurer partners accounted for 57.4% of FY2023 operating revenue. The five leading insurance products represented 41.7% of facilitated GWP. Life and health products generated 91.2% of brokerage income.
- Regulatory and structural risk: PRC rules for insurance distribution, online platforms, data and overseas listings continue to evolve. Huize has no equity ownership in its VIE; its control and access to VIE economics depend on contractual arrangements whose enforceability may be uncertain.
- Internal controls: Management concluded that disclosure controls and internal control over financial reporting were ineffective at year-end because of a material weakness: insufficient personnel with appropriate U.S. GAAP and SEC reporting expertise. Remediation is ongoing and the weakness remained outstanding at December 31, 2023. The auditor issued an unqualified opinion on the financial statements but did not attest to internal control effectiveness.
- Listing risk: Nasdaq notified Huize in January 2024 that its ADS bid price was below the US$1.00 minimum; the filing reports a compliance period through July 3, 2024. ADS prices ranged from US$0.79 to US$2.08 during 2023.
- Unusual items and capital allocation: The company recorded RMB1.95 million of impairment on indefinite-lived insurance licenses and RMB5.9 million of gain on lease terminations. It repurchased RMB13.4 million of shares in 2023. A new US$5 million repurchase authorization was approved in March 2024.
- Other disclosed matters: No material legal or administrative proceedings were reported. The filing states that required material PRC licenses and permits had been obtained and that Huize had not been required to make a CSRC filing or been subject to a CAC cybersecurity review as of the report date.
