Cost of sales declined to $10.745 billion, or 58.9% of sales versus 62.9% in 2022, primarily because raw-material costs moderated. Selling, general and administrative expense increased 9.9% to $4.222 billion, or 23.1% of sales, due to wage and other inflation, higher performance-based compensation, unfavorable currency effects and acquired-business expenses. The reported effective tax rate increased to 25.1% from 23.5%; the adjusted rate remained 22.0%.
Performance Coatings sales increased 4.4% to $11.164 billion and segment income increased 22.2% to $1.709 billion. Industrial Coatings sales increased 1.8% to $7.082 billion and segment income increased 50.2% to $966 million. Aggregate segment margins improved by 310 basis points.
Capital expenditures were $549 million, acquisitions totaled $109 million, dividends paid were $598 million, and share repurchases totaled $86 million. Operating working capital declined to $2.645 billion from $2.830 billion, with inventory reduced to $2.127 billion from $2.272 billion.
Material changes versus the prior comparable period
- Sales growth was driven by approximately 5% higher selling prices and favorable currency translation, partly offset by a 2% decline in volumes.
- Raw-material costs declined by more than $500 million versus 2022, although wage and other cost inflation continued.
- Operating cash flow increased substantially due to higher earnings and favorable working-capital changes.
- PPG repaid $1.1 billion under its acquisition-related term loan and repaid $300 million of notes. Total debt declined despite higher interest rates.
- PPG recorded a $158 million fourth-quarter goodwill impairment for the Traffic Solutions reporting unit and a $2 million trademark impairment charge.
- A $190 million non-cash pension settlement charge was recorded after transferring certain U.S. pension obligations to insurers.
- PPG divested its European and Australian traffic-solutions businesses and continued a strategic alternatives review of its silicas business.
- 2023 included $30 million of environmental remediation charges, $20 million of Argentina currency-devaluation losses, and $16 million of insurance recoveries.
Guidance, outlook, risks and unusual items
Management expects softer and uneven global economic activity in 2024. Expected volume growth is primarily tied to China, India, Mexico, aerospace demand and potential European stabilization. Architectural coatings demand is expected to remain subdued, while global industrial production is expected to remain below prior levels. Protective coatings demand is expected to remain strong, and traffic-solutions growth may benefit from infrastructure spending.
- 2024 effective tax rate guidance is 23% to 24%.
- 2024 capital expenditures are expected to be approximately $600 million.
- Restructuring savings are expected to be approximately $35 million, with restructuring cash outlays of $80 million to $90 million.
- Environmental remediation cash outlays are expected to be $40 million to $60 million.
- Management expects strong 2024 cash generation and intends to balance acquisitions, shareholder returns and prudent debt reduction.
- Raw-material inflation is not currently expected to be significant in 2024, but wage, logistics and energy costs are expected to rise. Certain Industrial Coatings customers may receive price reductions under index-based arrangements.
- Environmental reserves totaled $227 million, with additional reasonably possible but unreserved environmental losses estimated at $100 million to $200 million.
- PPG reported $48 million of asbestos-related reserves and stated that current litigation and claims are not expected to materially affect consolidated financial position or liquidity, although individual-period earnings could be affected.
- Principal risks include raw-material availability and pricing, weak economic or geopolitical conditions, foreign-exchange volatility, competition, environmental and chemical regulations, litigation, cybersecurity events, business disruptions, acquisitions and integration, pension obligations and tax changes.
Liquidity remained strong. PPG had a $2.3 billion unsecured revolving credit facility with no borrowings outstanding at year-end, a 42% total-indebtedness-to-total-capitalization ratio, and was in compliance with debt covenants. Debt maturities totaled $302 million in 2024, $989 million in 2025 and $1.250 billion in 2026.
PricewaterhouseCoopers LLP issued unqualified opinions on the financial statements and internal control over financial reporting. The critical audit matter was the quantitative goodwill impairment test for the Traffic Solutions reporting unit.
