Can Crude Flexibility and Gulf Coast Exposure Aid VLO's Outlook?

Valero Energy’s VLO business environment remains constructive in the coming quarters, supported by lower product inventories and tighter refining markets. VLO has been reaping the benefits of high refining margins in recent quarters, and this trend is expected to continue well into 2027. Refining markets have further tightened since the start of the conflict in the Middle East due to renewed tensions between the United States and Iran, attacks on Russian refining facilities and lower Chinese exports. These factors are expected to support refining fundamentals and keep margins high.

In this landscape, Valero Energy’s Gulf Coast refining network offers significant advantages, including optimized crude sourcing and access to high-growth export markets. VLO’s Gulf Coast position provides access to diverse crude grades, including Venezuelan and Canadian crude. It also provides access to abundant domestic production, even amid global disruptions to crude flows. Furthermore, the company’s asset base enables it to export products to constrained refined-product markets and capture higher margins.

In addition, Valero’s complex refineries can process a wide range of crude grades, including heavy, high-sulfur crude. Heavy grades, such as Canadian and Venezuelan crude, often trade at discounts to lighter crude, providing Valero with opportunities to optimize its feedstock costs. The company can then convert these lower-cost feedstocks into higher-value products, including gasoline, diesel and jet fuel. This crude-processing flexibility can support stronger refining margins for Valero, particularly when heavy crude discounts widen.

Combined with low global product inventories and constrained refining capacity, Valero’s operational flexibility and high-complexity refinery network should allow the company to capitalize on favorable refining market conditions in the coming quarters.

Can PARR and PBF Benefit From Tight Fuel Markets?

Par Pacific Holdings PARR operates an integrated downstream energy business across the United States, with fuel retail operations in Hawaii, Washington and Idaho; refining operations in Hawaii, Wyoming, Washington and Montana; a cumulative refining capacity of 219,000 barrels per day; and a supporting logistics network. Its logistics network includes 13 million barrels of storage, along with marine and pipeline assets for transportation. The commercial flexibility of its downstream network allows the company to capitalize on changing market conditions to support profitability.

PBF Energy PBF has a geographically diverse refining network with large-scale processing capacity and a highly complex refining system. It operates six refineries — Delaware City Refinery, Paulsboro Refinery, Toledo Refinery, Chalmette Refinery, Torrance Refinery and Martinez Refinery — with a combined throughput capacity of 1 million barrels per day and the ability to process a wide range of feedstocks. The diversified refining footprint provides the company exposure to several regional refining markets, supporting higher margins.

VLO’s Price Performance, Valuation & Estimates

Valero Energy’s shares have jumped 147.9% over the past year compared with the 125% improvement of the composite stocks belonging to the industry.

From a valuation standpoint, VLO trades at a trailing 12-month enterprise value to EBITDA (EV/EBITDA) of 8.35X. This is above the broader industry average of 5.95X.
