Net income was down 1.7%, reflecting higher operating expenses that more than offset the lower loan-loss provision.

Changes, credit quality, and liquidity
- Net loans fell $2.9 million, which management attributed primarily to weak loan demand. Investment securities declined $383,000, mainly from maturities and repayments.
- Deposits fell $1.4 million and FHLB advances fell $3.0 million, primarily as advances matured and were repaid. Management said excess liquidity was used to repay borrowings.
- Nonperforming loans declined to approximately $8.4 million, or 3.4% of loans, from $9.7 million, or 3.95%, at June 30. The allowance for loan losses was $1.5 million, equal to 17.9% of nonperforming loans and 0.61% of total loans.
- Past-due loans totaled $10.7 million, including $5.8 million at least 90 days past due. Troubled debt restructurings were $1.8 million, down from $2.0 million; no loans were restructured during the quarter.
- Substandard assets totaled $14.5 million, including $12.7 million in loans and $1.8 million in foreclosed real estate. Real estate owned comprised 20 properties with a carrying value of $1.8 million.
Outlook, commentary, and other matters
Management reported that loan demand remained weak and expected home-loan demand to remain subdued until the housing market strengthened. It said it would pursue high-quality originations where profitable, prudent, and consistent with interest-rate-risk strategies. The filing provides no numerical earnings or other formal guidance. Management cautioned that the allowance may not cover unidentified loan losses.
Management attributed the 9.2% increase in non-interest expense chiefly to higher compensation and benefits, including higher salaries and retirement costs; staffing increased from 66 to 70 full-time-equivalent employees, primarily in response to regulatory burden. Auditing and accounting costs also rose, partly due to internal-control activities. No OREO impairment charge was recorded in the quarter.
The Company paid $380,000 in dividends, 91.3% of quarterly net income. Following Federal Reserve non-objection, the mutual holding company may waive receipt of dividends of up to $0.10 per share quarterly through the third quarter of 2015. Management said it believed the Company had sufficient capital to maintain the current dividend policy, while noting future dividends depend on financial and regulatory factors.
Forward-looking risks cited include economic conditions, real-estate prices, interest rates, competition, laws and regulation, and technology. Management reported effective disclosure controls and no significant quarterly change in internal control over financial reporting. The filing reports no legal proceedings and no material changes to previously disclosed risk factors.
Important facts for investors to verify
- Whether weak loan demand and declining average loan balances continue to constrain interest income and portfolio growth.
- Whether the reduction in nonperforming loans is sustained, and how delinquency, classified-asset, TDR, and foreclosure trends develop.
- Whether the $1.5 million allowance remains adequate relative to credit losses and the loan portfolio.
- Whether cost increases, including compensation, staffing, and compliance-related expenses, persist.
- Whether the dividend level remains supportable given the quarter’s 91.3% payout ratio, liquidity, capital, and regulatory requirements.
