Let us delve deeper into the factors that have contributed to the company’s outperformance.

Solid Commercial Energy & Data-Center Demand

ICFI’s growth is driven by commercial energy, aided by sustained demand for utility programs covering energy efficiency, dynamic load management, electrification and battery storage. In the second quarter of 2026, revenues from utility programs gained 6.7% year over year, supported by project launches, existing engagements and market share expansion. The company also benefits from rising electricity demand and data-center development. Demand is up for advisory, engineering and siting services as utilities, hyperscalers and developers address grid capacity, interconnection, power and infrastructure requirements for large-load projects.

Federal Business Stabilization & Strong International Growth

ICFI’s federal business is demonstrating signs of stabilization. During the second quarter of 2026, federal revenues moved up sequentially by 1.4%, with technology modernization revenues escalating 4%. Management anticipates sequential growth in federal revenues in the third quarter, followed by a return to year-over-year growth in the fourth quarter of 2026.

On the international government front, the company experienced solid growth, with revenues increasing 35% year over year in the second quarter of 2026. This growth is led by the ramp-up of sizable contracts awarded by European Union and U.K. clients over the past 18 months, while future growth is expected to improve on the back of recompete wins and contract awards.

Solid Earnings & Improving Cash Position

During the second quarter of 2026, the company delivered healthy bottom-line performance, with adjusted EPS rising 12% year over year. This enhancement is backed by a lower tax rate, declining interest expenses, a lower share count and improving EBITDA margins. The company witnessed solid cash generation, with the core operating cash flow increasing to $56.7 million from the year-ago quarter’s $50.4 million. Management anticipates the operating cash flow to be $135-$150 million for 2026, supporting the company’s financial flexibility.
